How the rounds work
Five rounds (Round 5 is for domestic applicants), but the admissions team reviews applications as they are received and makes decisions on a rolling basis; seats are limited, so applying early increases your likelihood of admission.
International applicants
The last round for international applicants is Round 4 (April 1, 2027, labelled 'Fellowship & International Deadline'); Round 5 (May 15, 2027) is labelled 'Domestic Deadline'. English proficiency is required of international applicants unless their degree is from an institution that teaches solely in English (B/3.0 or better; WHED check). All international transcripts require an official translation into English by a certified translator, and international applicants must submit a certified copy of their diploma; admitted applicants with non-U.S. degrees must complete a Course-by-Course evaluation (WES ICAP or TEC). STEM-designated (OPT plus 24-month STEM OPT extension).

Waiver / exemption: Required of all international applicants. Exempt if you have earned or will earn a bachelor's, master's or doctoral degree with grades of B (3.0) or better from a regionally accredited U.S. college or university where English is the sole language of instruction, or from a foreign institution that instructs solely in English as shown in the IAU World Higher Education Database (WHED). No other documentation (letters, certificates, school websites) can replace WHED for the exemption.

Admissions events for your programs. Some waive the application fee.
Fee waiver at select recruitment eventsup to $150
"Application fee waivers are made available to prospective applicants at select in-person and virtual recruitment events." "Should it be pre-approved for an application fee waiver, attendees will be notified during the event." The page doesn't list which events qualify; no current event page says it does. Rady "does not offer application fee waivers upon request." Rady's military page adds that the admissions team "welcomes current and former members of the military to contact RadyGradAdmissions@ucsd.edu for information about upcoming events that offer application fee waivers for attendees."
