How the rounds work
Early (November 1, 2026) and regular (February 1, 2027) deadlines; the how-to-apply page adds: 'All applications are reviewed on a rolling basis with all decisions being released by April 1st.'
International applicants
If admitted, you are emailed instructions for the I-20 application process (allow one week from acceptance to submit it); I-20 matters go to International Student and Scholar Services. If admitted, coursework from non-U.S. institutions needs a NACES course-by-course evaluation sent electronically to Penn Engineering Graduate Admissions. International students are not eligible for part-time enrollment except in online programs. The program FAQ says the MSE degree in Data Science is a STEM degree.

Unofficial transcriptsRequired
When you apply, submit an unofficial transcript from each university or college where you earned course credit. Transcripts must be in English and contain a grade key, and include your name, the institution's name, courses taken, credit hours, and grades earned. If not in English, a transcript evaluation or translation service is encouraged. Official transcripts are only required if you have been admitted and choose to enroll.
Letters of recommendation2 letters
Including one from a faculty member who is familiar with your scholarly abilities. 'We don't have any formal requirements or guidelines for how the letters should be written.'

Test results must be valid at the time you submit (valid for two years); you must take the exam by the application deadline. TOEFL institution code 2888. At-home TOEFL accepted. Recommended (not required) score: TOEFL 5.0 (or 100 on the legacy 0–120 scale).
Waiver / exemption: To have the English-language requirement waived, you must meet one of the following criteria by the time of matriculation: graduate from a program in the United States; attend school in a country in which English is recognized as the official language; or graduate from an institution where the medium of instruction is English, and this is indicated on the unofficial transcript. The requirement is waived after you submit your application and may take 3-5 business days to reflect in your checklist.
