Claim the exemption in the application's 'Supporting Materials' section. Pages word the scope differently: the international page says applicants whose first or primary language is not English; the program page says required for non-U.S. citizens whose undergraduate degree was not taught in English; the FAQ says a waiver may apply if the undergraduate degree was fully taught in English.
